Application Process :

Registration on ePramaan Portal

To access services on Sewa Setu, register on the ePramaan portal or link your RTPS account with ePramaan.

Online Application

    • Visit the official Sewa Setu portal of the Government of Assam.(Sewa Setu) Click here to visit
    • Move the cursor to the Services tab and click on Department-wise Services on the right side.
    • Locate and click on “Social Justice and Empowerment” on the left side.
    • Select “Issuance of Non Creamy Layer Certificate” and click “Apply.
    • Read the guidelines and click “Apply” again.
    • You will be redirected to a new page. Click “Citizen” and then “Login/Registration.
    • On the ePramaan Login page, select the “Mobile” tab, enter your RTPS registered mobile number, and password. If you don’t have an ePramaan account, register by clicking “Sign up for MeriPehchan” and follow the registration process.
    • Click on Sign In.
    • Optionally, connect your RTPS account with Digilocker by clicking “Proceed,” or skip by clicking “Skip now.”
    • Enter your OBC/MOBC digital certificate number and click “Validate.
    • Review your prefilled application form. Scroll down, enter the Financial Status of Parents/Spouse, and click “Submit.
    • Upload all required documents. You can upload directly from your Digilocker account
    • Click on Submit.
    • Make the payment and wait for approval.

Issuance of Certificate :

If approved, the Non-Creamy Layer certificate (OBC/MOBC) will be issued. You can download the certificate from the portal or collect it from the designated authority as instructed.

Statutory charges : Rs. 30
Service charge : Rs. 30
