Note: To access the services on Sewa Setu, citizens must register on the ePramaan portal or connect their RTPS account with ePramaan.
- Visit the Official Website: First, go to the official Portal of the Government of Assam (Sewa Setu)Click here to visit
- Navigate to the “Services” Section: Next, move the cursor to the “Services” tab and click on “Department-wise Services” on the right side.
- Find the Application Form: Then, look for the “Home and Political” option on the left side and click on it. You will find the Application Form for Permanent Residence Certificate for Higher Education. Click on “Apply.”
- Read Guidelines and Requirements: On the next page, read the guidelines and requirements, then click on “Apply” again.
Login and Registration
- Login/Registration: You will be redirected to a new page. Click on “Citizen” and then click on “Login/Registration”. You will be redirected to the ePramaan Login page.
- Mobile Login: Select the “Mobile” tab on the login page. Enter your RTPS registered mobile number and password, which was used in e-Pramaan Registration.
- Register with ePramaan: If you don’t have an e-Pramaan account, register using the RTPS linked mobile number. (If you are not registered with RTPS before, you can use any phone number to register with ePramaan) by clicking the “Sign up for MeriPehchan” link.
Filling the Application Form
- Sign In: Click on “Sign In.”
- Optional Digilocker Connection: If you wish to connect your RTPS account with Digilocker, click on “Proceed,” or you can skip this step.
- Fill the Application Form: You will be redirected to the Application form for Permanent Residence Certificate for Higher Education. Fill up the form carefully and upload the necessary documents (you can upload documents directly from your Digilocker account).
- Save & Preview: Click on “Save & Next”. Then click on “Yes” to preview the application form carefully.
- Make Payment: Click on “Make Payment” and complete the payment process. Keep note of the GRN number for future reference.
- Receive Acknowledgment: After completing the payment, you receive the acknowledgment slip.

- Copy of the Birth Certificate issued by competent authority
- One address proof document of self or parent (Aadhaar Card, Voter Card, Ration Card, Electricity Bill, LPG Bill, Passport, Bank Passbook, or Driving License)
- Documents related to parents or forefathers having continuously resided in Assam for a minimum of 50 years or documents related to a guardian having continuously resided in Assam for a minimum of 20 years
- Records of Immovable Property, if any, with up-to-date Land Revenue Paid receipt.
- Certified copy of the voters list to check the linkage
- Copy of HSLC Certificate/Admit Card
- Passport size photograph

- Copy of Indian Passport or Certified copy of the NRC 1951
- Employment Certificate from the employer showing joining in the present place of posting, if any
- PRC of any family member of the applicant stating relationship, if any
