Learner’s Licence :

A Learner’s Licence is a temporary document issued to an individual to learn how to drive vehicles. The validity of a Learner’s Licence is six months. You must obtain a Learner’s Licence for a specific class of vehicle before applying for a permanent driving licence for that class.

Applying for a Learner’s Licence Online

Visit the Parivahan Portal:

• Click here to visit the Portal.
• Go to the “Online Services” tab.
• Click on “Driving License Related Services”.

Apply for Learner’s Licence:

• Select your “State”.
• Skip the popup window and click on “Apply for Learner Licence”.
• Read the instructions carefully and click “Continue”.
• Select the category if required and choose “Applicant does not hold any Driving/Learner licence issued in India.”
• Click on [Submit via Aadhaar Authentication] for a complete online process. No need to visit the RTO office if you proceed through Aadhaar Authentication.
• If you don’t have Aadhaar, visit the RTO office for document verification and LL Test. Ensure your mobile number is updated with Aadhaar.

Authentication Process:

• Enter your Aadhaar number and generate OTP.
• Enter the OTP and click Authenticate.
• Confirm your details and click Proceed.

Fill Out the Form:

• Select the “RTO office” and fill in the necessary details.
• Scroll down and select your “Vehicle Class”.
• Click on the “Self Declaration Form” and complete it.(Application cum Declaration as to Physical Fitness [See Rule5[2]]
• Click on “Submit” and review the self-declaration status.
• Choose whether to donate organs and click on “Submit”.[ If you are willing to Donate your organs, In case of any accidental death]
• Confirm your mobile number and complete the submission.
• Save or print the Acknowledgement..

Upload Photo and Signature:

• Click on Proceed for Photo and Signature upload.
• Follow the dimensions instructions, upload your photo and signature, and click Save.

Payment Process:

• Click Proceed for Fee Payment if documents are exempted. [ Some times you need to Upload the Documents also]
• Make the payment and save or print the receipt.

Complete the Process:

• Fill in the Date of Birth and “submit”..
• Watch the Road Safety Tutorial Video without skiping.
• After complete watch the video select on Confirmation and click on “submit”.
• Click Proceed for LL Test and attend the online test.
• If you pass, print or download your Learner’s Licence by clicking Print.

Driving Licence :

A Driving Licence is a legal document that allows an individual to operate various types of motorized vehicles.

Applying for a Driving Licence

Visit the Parivahan Portal:

• Click here to visit the Parivahan portal.
• Go to Online Services tab.
• Click on Driving License Related Services.
• Select Your State.
• Skip the popup window and click Apply for Learner Licence.
• Read the instructions and click Continue.
• Select the appropriate category.
1. holding Learners Licence
2. holding Foreign DL
3. holding Defence Licence
• Enter Learner’s Licence Number and Date of Birth, then click OK.
• Confirm LL details and the RTO office.
• Choose whether to donate organs and click Submit.[ If you are willing to Donate your organs, In case of any accidental death]
• Select the vehicle class for the new DL and click Submit.

Upload Documents:

• After successful submit of the application. Please note the Application refference number and Click on OK
• Please Save or Print the Acknowledgement and Click on “Next”.
• Download and save the Self Declaration form.
• Scroll down and click Proceed for Upload Document.
• Enter your Application Number and Date of Birth, then click Submit.
• Upload your Learner’s Licence and click Confirm.( Learner Licence PDF size is 500kb)

Payment Process:

• Fill in the Captcha code and click Submit.
• Click Proceed for Fee Payment, select the appropriate gateway, and complete the payment.
• Save or print the payment receipt.

Booking Driving Test Slot:

• Now you need come on Home Page for Driving Test Slot Booking.
• Click on Appoinment section.
• Go to Slot Booking and click DL Test Slot Booking.
• Enter the application number, Date of Birth, and Verification Code, then click Submit.
• On the next page scroll down to Select COVs section and Tick the Appropiate option for booking slot.
• Click on PROCEED TO BOOK.
• Select an available slot from the calendar and click Book Slot.
• Enter the security code and confirm the slot booking.
• Print the provisional appointment for the driving test.

★ After Succesfully Pass the Driving Test, your DL will be sent to your home by POST by the Authority. ★
