To apply for the Non-Creamy Layer certificate (OBC/MOBC) in Assam, individuals can follow these steps:

    • Visit the Official Website: Go to the official Portal of the Government of Assam (Sewa Setu) Click here to visit
    • Move the cursor to the Services tab and click on Department-wise Services on the right side.
    • On the left side, look for the Social Justice and Empowerment option and click on it. You will see the “Issuance of Non Creamy Layer Certificate” option on the page.
    • Click on “Apply.”
    • On the next page, read the guidelines and requirements, and click on “Apply” again.
    • You will be redirected to a new page. Click on “Citizen” and then click on “Login/Registration”.
    • You will be redirected to the ePramaan Login page.
    • Select the Mobile tab on the login page. Enter your RTPS registered mobile number and password, which was used in e-Pramaan Registration.(If you don’t have an e-Pramaan account yet, then please register with e-Pramaan using the RTPS linked mobile number [if you are not registered with RTPS before, you can use any phone number to register with ePramaan] by clicking the Sign up for MeriPehchan link.)
    • Click on Sign In.
      If you wish to connect your RTPS account with Digilocker, click on “Proceed,” or you can skip by clicking on “Skip now.”
    • On the next page Enter your OBC/MOBC digital certificate number and click on Validate.
    • On the next page you will see your prefilled application form. Scroll down and Enter the Financial Status of Parents/ Husband/ Wife
    • Click on Submit.
    • On the next page Upload all the necessary documents. (You can upload the documents directly from your Digilocker account)
    • Click on Submit.
    • On the next page, Make the payment and wait for approval.

Issuance of Certificate:

If the application is approved, the Non-Creamy Layer certificate (OBC/MOBC) will be issued to the applicant. The certificate can be downloaded from the portal or collected from the designated authority as per the instructions provided.

    • Permanent resident certificate or any other proof of residency [Mandatory]
    • OBC / MOBC certificate issued by competent authority [Mandatory]
    • Income certificate of parents [Mandatory] Issued by the Circle Officer ( if the parents are agriculturist ) or
      Income certificate of parents issued by Controlling Authority / Treasury officer (if the parents are retired salaried person)
    • Other documents as per requirement (Voter card, Bank passbook, etc.) [Optional]
